Mission: The New Hampshire Bureau of Career Development develops, supports, connects and invests in pathways to bright futures.

Leadership and Support

The Bureau of Career Development provides leadership and support for the career and technical education (CTE) system at both secondary and postsecondary levels. This system provides education in career pathways leading to further education and employment opportunities. Activities include, but are not limited to:

  • Managing the use of federal CTE funds for program improvement at secondary and postsecondary institutions;
  • Supporting career guidance through the development and implementation of career pathway plans of study (CPPOS) that document secondary to postsecondary education connections;
  • Overseeing a system of 28 secondary regional career and technical centers and sub-centers;
  • Making provisions for the delivery of apprenticeship related instruction;
  • Evaluating and approving the renovation of facilities at the secondary regional CTE centers;
  • Carrying out federal and state laws, rules and regulations pertaining to CTE in New Hampshire.

New Hampshire State Determined Performance Levels

  • Perkins Program Year FY24
    • Section 113(3)A of the Strengthening Career and Technical Education for the 21st Century Act (also known as Perkins V) is to develop and propose Perkins performance levels. Such performance levels must be made available for public comment for not less than 30 days prior to submitting to the Office of Career Technical and Adult Education in the US Department of Education. Section 113(3)A also states that such levels must be higher than the average actual performance of the two most recently completed program years. The levels are determined by measuring the performance of Career and Technical Education (CTE) concentrators. The numerator is the number of concentrators achieving the metric (for example, academic proficiency in English/Language Arts based on SAT scores) and the denominator is the total number of CTE concentrators. For each indicator “S” indicates a secondary, or high school program, and “P” indicates a post-secondary program.

Grant Funding Opportunity

Career and Technical Education Transportation Incentive Grants

The New Hampshire legislature in June 2023 appropriated $4 million for the current biennium to the New Hampshire Department of Education (NHED), to develop a career and technical education (CTE) incentive grant to encourage transportation of students from sending high school regional CTE programs to receiving CTE programs. Awards made under this grant program shall be on a competitive basis based on criteria established by the department.

Funding Opportunities for New Hampshire Perkins V Eligible Subrecipients

The Bureau of Career Development (BCD) at the New Hampshire Department of Education leverages Perkins V State Reserve and State Leadership funds to award discretionary grants to New Hampshire Perkins V eligible subrecipients based on their responses to requests for applications. Such competitive grants support Perkins V eligible subrecipients in piloting promising practices for CTE in order to provide scalable and/or replicable models for future implementation across the State of New Hampshire.
